- move strcpy2() from db_base.h to boinc_db.cpp
- don't include str_replace.h from common_defs.h
- move safe_strcpy from str_replace.h to str_util.h

This information is added by the Client when propagating the preferences between projects. When setting new preferences the old information needs to be deleted. I confirmed that this is the correct behaviour in the non-drupal BOINC code.

This is an effort to make the Manager responsive even when
lots of VM jobs are starting up.

Passing explode() as a parameter to end() generates a PHP error (though also somehow works anyway); break this into multiple lines.

Fixed by added code to end of comment.tpl.php, adding two additional </div> close tags to match the two open <div> tags created above.
