android: Tweak the location that the android template is written to so that the compare_pot script can find it.

Add script (compare_pot) for comparing templates module comments,
   and sending reminder emails if they differ.
Add script (buid_pos) for generating all templates and comparing
   them with current versions.

This may fix, or at least shed light on, a bug where the client
repeatedly requests work for a resources that already has plenty.
