Target macOS 10.9 by default

* BOINC passes IOSurfaces via Mach RPC as of 10.13
* This hopefully enables compatibility with it, according to Apple:
  https://developer.apple.com/library/archive/samplecode/MultiGPUIOSurface/Introduction/Intro.html
* Older macOS version can still use the old 32 bit builds
